    my lab is somewhat obedient inside but not always outside. yesterday i let her off the leash and she followed some lady into a country club, and there was nothing i could say to get her back. and yes, i raised my voice louder and louder, until i realized its not the volume, its just that she decided to ignore me.
    what do I need to do in situation like that?
    she is 4.5 months old
